v8.2. This upgrade incorporates a consensus breaking security patch in the Cosmos SDK

Hello dYdX Community,
We’re bringing to your attention the dYdX Protocol release v8.2, addressing a security patch in Cosmos SDK.
Note: the introduction of v8.2 is subject to software upgrade via a governance proposal.

The upgrade addresses ISA-2025-005.
Next Steps:
Feedback is welcome on this DRC. The dYdX Operations subDAO suggests the following timeline for proceeding with the vote proposal:
- Proposal Submission: Jul 11 2025
- Expected Vote Outcome: July 15 2025
- Upgrade Date: July 16 2025
- Suggested Block Height: 50240951
Note: we advise that the potential proposer revise the suggested block height at the time of proposing and pick an upgrade height close to 17:00 UTC on July 16 - especially in case the ETA of 50240951 has shifted dramatically.
